CIER (Chung-Hua Institution for Economic Research) Visits JUIDA: Promoting Japan-Taiwan Drone Industry Collaboration and Technical Exchange
On April 15, 2026, three representatives, including the Director of the Third Research Institute of the Chung-Hua Institution for Economic Research (CIER)—one of Taiwan’s most vital think tanks responsible for economic policy formulation—visited the JUIDA Secretariat in Hongo, Tokyo.
1. Background and Purpose of the Visit
The Taiwanese government is currently promoting the “Five Trusted Industry Sectors” policy, which aims for self-reliance in the defense industry and the expansion of the drone industry (reaching 30 billion TWD by 2028). This visit was conducted as part of the government-commissioned research project, “Development Trends and International Cooperation Strategies for Taiwan’s Drone (UAV) Industry,” to study Japan’s commercialization strategies for core technologies and efforts toward international standardization.
2. Key Topics of Discussion
Ms. Shinji, Vice President of JUIDA, engaged in an exchange of views with the CIER delegation regarding the following priority issues:
- JUIDA’s Activities and Collaboration with the Government: Explanation was provided regarding contributions to international standardization (ISO 23665), technical support, the status of test flight site development, and the close cooperative relationship with Japanese administrative agencies, including the Ministry of Economy, Trade and Industry (METI).
- Domestic Production of Core Technologies Issue: Regarding the challenges of the self-sufficiency rate for each component constituting drones faced by Taiwan, the importance of domestic production and in-house manufacturing, and the strategic significance from a Japanese perspective were shared.
- International Competitiveness and Ecosystem Construction: Discussions were held on the construction of a robust supply chain and ecosystem that supports purely domestically produced drones as a differentiation strategy from major overseas manufacturers.
- Possibility of Japan-Taiwan Technical Collaboration: Based on the track record of exchange with the Taiwan Excellent Drone International Business Opportunity Alliance (TEDIBOA), outlooks were stated regarding the possibility of Japan-Taiwan joint projects in AI drone development and demonstration experiments in several advanced core technologies.
3. Future Outlook
The meeting was held in a cordial atmosphere throughout. Both parties agreed to continue exchanging information and technical cooperation as partners dedicated to building a “Democratic Supply Chain.” The session concluded with a commemorative photo to mark the commitment to further mutual development.
JUIDA will continue to contribute to the healthy development of the unmanned aircraft industry and the realization of global safety and security through collaboration with international partners, including those in Taiwan.
